Mouser’s Program Tamer Monitors CPU Utilization, Adjusts Windows Program Priority

The author of Process Tamer utility calls himself Mouser. Here’s his bio:
I grew up in New York City but currently reside in Champaign-Urbana ,Illinois (USA), where I’m trying to finish my Ph.D. in Computer Science (Artificial Intelligence /Neural Networks/Control Theory) before I get kicked out of the University for lack of progress (Univ. of Illinois at Urbana-Champaign).
